Pennsylvania became the first, in 1790, to require free public education. Boston in 1820 built the first public high school. The system of legalized segregation, in 1954, was determined unequal. The voucher legislation and charter schools came on-board during the 80s-90s. Now, it seems the system has come full circle; to get a first class education the prestigious private schools come more into focus. Yet a price has to be paid for specialized tutoring (>$600/hr) which again becomes separate and unequal.
